Not actually a debate, but people do go on about it from time to time...and a lot of people blame the closure of Market Street for all of the problems of Chorley.
The general opinion of many people is that the Chorley town centre car ban is actually responsible for the closure of many shops, this could be true because if the people of Chorley are too lazy or disabled to walk somewhere they can't park right outside of, then they will drive elsewhere.
I'm sure if the ban was lifted people would not just use Market Street to drive through on their way to somewhere else to shop, no, neither would they just use the pavements as a car park, no, Chorley town centre would become so prosperous that Chorley Borough Council would become one of the most powerful and richest countries in the world, just behind Japan and America.
